Experience matching

From "first to apply" to "best fit applies"

Creators select a minimum and maximum experience tier when posting. Contributors declare their level at registration. The contract verifies the match on-chain when a contributor applies, not just the UI.

Creators: Get applicants who genuinely fit the task scope.
Contributors: See a curated feed of relevant work, not noise.
On-chain: Experience gate is enforced at applyForTask, not filtered away client-side.
